In recent years, large-scale work has been carried out in the country to ensure the openness and transparency of the activities of state bodies and organizations. The expansion of the types of data published and provided by state bodies and organizations contributes to ensuring free public access to information, as well as transparency in the activities and reporting of state bodies.
However, in the course of studying the implementation of the above law and resolution, it was revealed that individual ministries and departments do not fulfill the requirements of these documents at the proper level.
In particular, according to Article 5 of the Law, public authorities and administrations must post on their official websites information on the implementation of state and other programs, the use of budgetary funds, open competitions (tenders) and auctions, mass events. However, in practice, almost all websites of oblast khokimiyats (except for Jizzakh oblast) contain outdated (from one to three months) or irrelevant information for the public.
According to Article 13 of the Law, the frequency of updating information is established by state authorities and administrations, but at least once a week. However, more than ten state bodies and organizations, including the Ministry of Public Education, the State Tax Committee, the Consumer Rights Protection Agency, the Council of Ministers of the Republic of Karakalpakstan, the khokimiyats of Kashkadarya, Andijan, Khorezm regions and the city of Tashkent, post information with a delay of ten days to one month.
At the same time, out of 204 khokimiyats of districts and cities studied, 35 did not have official websites functioning. In particular, the websites of Asaka, Bostan, Bulakbashi, Shakhrikhan, Kurgantepa, Khodjaabad, Izbaskan, Pakhtaabad districts and the city of Khanabad of Andijan region, Chilanzar, Mirabad, Mirzo-Ulugbek, Almazar, Shaykhantakhur, Yakkasaray, Yunusabad, Bektemir districts are out of order. the city of Tashkent, the cities of Gulistan and Yangier, Mirzabad, Khavast districts of the Syrdarya region, Kamashin, Mirishkor, Nishan districts of the Kashkadarya region, Nukus, Turtkul, Takhiatash districts of the Republic of Karakalpakstan, the city of Khiva and the Koshkupyr district of the Khorezm region, Denaus, Saryasi districts of the Surkhandarya region, Samarkand district Samarkand region, Namangan city of Namangan region and Bukhara district of Bukhara region.
In accordance with the above-mentioned resolution of the President of the Republic of Uzbekistan, a press service was organized for the first time in more than 280 state and economic authorities. In more than 90 organizations, the press service has been reorganized based on the relevant status and conditions.
However, a number of ministries and departments still do not comply with the requirements of this Presidential Decree. For example, in 3 departments and organizations of the republican level, the heads of the press service do not have the status of a consultant on information policy issues. In 10 ministries and departments, the position of a press secretary is not equated to the position of a deputy head of an organization with the establishment of an appropriate salary. In the Antimonopoly Committee, khokimiyats of the city of Tashkent and the Tashkent region, the position of the press secretary remains vacant. In connection with the non-allocation of additional staff, press services do not receive high-quality and prompt coverage of news and events held in the field.
During the meeting, the leadership of the Ministry of Agriculture was pointed out to the unsatisfactory work on establishing openness of activities in the system of the ministry, the khokimiyat of the Syrdarya region - to the unsatisfactory organization of the activities of press services in the khokimiyats of the cities of Gulistan, Yangiyer, Bayaut, Sayhunabad, Akaltyn, Sardoba and Mirzaabad districts.
For the unsatisfactory organization of work to ensure the openness of the activities of state authorities and administration, establishing relations with the media and the public, the chairman of the Committee on Highways Abduvaliev A. and the khokim of the city of Andijan Khaydarov B. were warned.
Based on the results of the meeting, the heads of ministries and departments, economic management bodies, the Council of Ministers of the Republic of Karakalpakstan, khokimiyats, cities and districts of regions, the city of Tashkent were instructed to approve programs of targeted measures aimed at the implementation of the above Law and the Presidential Decree, and ensure their unconditional implementation.
Following the discussion, the relevant decision of the Presidium of the Cabinet of Ministers was adopted.
