MWC 2026: Uzbekistan Promotes Digital Infrastructure and Artificial Intelligence Initiatives at the International Level

The Minister participated in the opening ceremony of the congress and delivered remarks at several sessions and roundtable discussions. In his statements, he emphasized the importance of strengthening international cooperation amid the rapid global development of artificial intelligence. It was noted that artificial intelligence has been defined as a national priority in Uzbekistan based on policy decisions adopted in 2025.
Participants were also informed about Uzbekistan’s inclusive radio-frequency policy aimed at expanding internet access in underserved areas, as well as the favorable regulatory conditions and incentives created for telecommunications operators. Congress participants positively assessed Uzbekistan’s approach as a model aligned with market realities and designed to encourage investment in telecommunications infrastructure.
During a panel session dedicated to satellite services, it was highlighted that Uzbekistan has introduced clear regulatory mechanisms governing the activities of satellite operators. The framework includes tax incentives for operators that build terrestrial infrastructure and simplified procedures for launching services. At the same time, proposals were presented on the development of international regulatory mechanisms to coordinate satellite communication providers while ensuring compliance with national legislation.
Discussions also addressed the importance of incorporating information security and cybersecurity requirements at the early stages of implementing digital solutions, as well as ensuring the stability and resilience of artificial intelligence systems, data infrastructure, and digital platforms.
During bilateral negotiations, the delegation presented Uzbekistan’s favorable conditions for establishing data centers, including existing incentives and investor-friendly mechanisms, and invited international companies to consider investment opportunities in this sector. For the first time, a national stand of IT Park Uzbekistan was also organized at the congress.
Participants of the event were invited to attend GSMA M360 Eurasia, which will be held in Samarkand on May 20–21.
