President reviews plans on digitalizing healthcare and improving medical education

Over the past few years, 230 trillion soums have been allocated to the healthcare sector. At the expense of these funds, 187 new polyclinics and hospitals have been established in the regions, 1,244 existing facilities have been reconstructed and supplied with modern equipment.

These measures have increased the capacity of primary healthcare institutions by 60 percent, access to medical services for the population have been significantly improved. More than 400 high-tech diagnostic and treatment services, previously available only in the capital, are now being introduced in the regions. Hundreds of complex medical procedures have been introduced in regional centers, and minimally invasive surgeries are now being conducted at the district level. For the first time, kidney transplant operations have been launched in 45 districts.

Millions of citizens are experiencing these changes, which are also highly praised by the international structures.

Modernization of medical education also continues. Tashkent State Medical University was established through the merger of three higher education institutions, the Urgench State Medical Institute started its work.

Eight medical universities have obtained international accreditation, which has expanded opportunities for training specialists with modern knowledge and competencies.

Due to the infrastructure improvements at Tashkent State Medical University, the number of students has reached 29,864. The educational process has been brought up to the most modern standards, and digitalization processes have been actively implemented.

The President was briefed on the information regarding implementation of digital technologies in healthcare. Medical institutions throughout the country have been equipped with modern solutions, a nationwide digital network has been formed. In 2024–2025, over 3 thousand medical organizations have been connected to the local network, a technical base has been upgraded. 

The President was also briefed on the DMED unified electronic information system. It consolidates medical health state data of over 36 million citizens.

Digital management has been introduced in the ambulance service, the arrival time of the ambulance has been reduced from 25-30 minutes to 10-15 minutes. In the near future, an “Online Doctor” service will be launched, allowing citizens to receive remote consultations.

The “Electronic Prescription” system has been launched, thanks to which the number of cases of unjustified prescription of medicines has decreased by 40 percent, and the turnover of medicines has become more transparent. All medical data is protected by biometric mechanisms.

- We are creating modern medical facilities, introducing artificial intelligence, and bringing in the most advanced equipment. But most importantly, these changes must reach the lowest level. It is necessary to improve the qualifications of every medical worker and provide them with modern knowledge and skills. Only then will we see results, - emphasized the President.

The activities of the Digital Health Center were also presented, where the work of all medical institutions is monitored in real time and indicators on chronic diseases and public health are analyzed.

The President noted that the digitalization of medicine provides convenience for patients, efficiency for doctors, transparency and resource savings for the state, and instructed to continue this work at an accelerated pace.

During the visit, the Head of State inspected training laboratories operating with the use of artificial intelligence. Students practice their hands-on skills in simulation rooms dedicated to resuscitation, family medicine, emergency care, pediatrics, obstetrics, and therapy. The conditions created and plans for further development were presented.

In conclusion, President Shavkat Mirziyoyev set tasks for those responsible to further bring medicine closer to the population, improve the quality of services, and expand the use of advanced technologies.
