Penalties for unauthorized construction of multi-apartment buildings have been increased

Dear citizens and representatives of the construction sector!
Important legislative changes aimed at strengthening state oversight in the construction sector have been adopted.
Law No. O‘RQ–1179 (dated September 28, 2026) introduced amendments and additions designed to improve state oversight and management within the construction industry.
Requirement to obtain a permit
According to amendments made to the Law "On Licensing, Permitting, and Notification Procedures," obtaining the appropriate permit from regional inspectorates for oversight in the sphere of construction and housing-communal services is mandatory before commencing construction and installation works.
The construction of multi-apartment buildings without a permit is prohibited.
Criminal liability
In accordance with amendments made to the Criminal Code:
It has been established that the construction of multi-apartment buildings without the appropriate permit—if committed repeatedly after the imposition of an administrative penalty—is punishable by imprisonment for a term of 3 to 5 years. If these actions result in death or other grave consequences, the penalty is set at imprisonment for a term of 5 to 7 years.

The law enters into force three months after the date of its official publication.
