Dear Residents of Namangan,
Respected Parents and Community Leaders,
Dear Young People — Our Hope and Future,
Today, I am addressing you not only as the Hokim of Namangan City, but also as a son of this sacred land and as a person who sincerely cares about your well-being. I wish to speak to you about an issue that causes deep concern and requires the attention and joint efforts of all of us.
Today, we are carrying out large-scale reforms aimed at transforming Namangan into a prosperous, modern, and safe city, while creating a достойное future for our children. However, there is a threat that can undermine all our noble goals, damage the nation’s gene pool, and jeopardize the bright future of our young generation. Unless we stand united against this danger, achieving our aspirations will be difficult.
This threat is drug abuse and the scourge of deadly narcotic substances.
Unfortunately, the face of this menace has changed. While drug addiction was once associated primarily with traditional narcotics, today, in the era of rapid information exchange, synthetic drugs, psychotropic substances, and potent pharmaceutical products commonly known as “pharmacy drugs” pose a serious threat to our youth. Even more alarming is the fact that these substances are being distributed covertly through the internet and social media, targeting young people who lack sufficient life experience.
We must clearly understand one fact: a single pill or a small amount of a chemical substance can permanently disable a person, cause severe mental disorders, and, most tragically, lead to premature death.
Dear Young People,
You are the future of Namangan and the greatest hope of your parents. Your parents work tirelessly day and night to see you succeed. Do not destroy your life, health, and future because of momentary curiosity or the wrong influence of others.
Your strength lies in your good health, your pursuit of knowledge, and your achievements in sports and education. We have created opportunities for you through sports facilities, libraries, IT parks, and educational clubs. Do not seek poison—seek knowledge, learn a profession, and become worthy sons and daughters of your homeland.
Respected Parents and Members of Our Communities,
Let us not remain indifferent to how our children are being raised, who they spend time with, how they use their free time, and what they do on social media. Let us not comfort ourselves with the thought, “My child would never do such a thing.”
If you notice suspicious activities related to the distribution of narcotic or psychotropic substances in your neighborhood, do not remain silent. Our indifference may cost someone’s child their life.
There is wisdom in the saying: “A child has the care of the entire community.” Community elders, activists, women’s representatives, and youth leaders must demonstrate greater vigilance and responsibility than ever before.
Our Firm Position
The Namangan City Administration, together with law enforcement agencies, will continue its uncompromising fight against the illegal circulation of narcotic drugs and psychotropic substances within the city. In the struggle for a healthy society, there can be no tolerance for those who spread this destructive threat.
We will further strengthen awareness campaigns and preventive measures in schools, colleges, universities, and local communities. However, administrative measures alone cannot defeat this problem. Our strongest shield is our unity, a healthy family environment, and a society that refuses to remain indifferent.
Dear Residents of Namangan,
Let us unite in making our beautiful city free from drugs—a city of health, peace, and prosperity. Let us protect every child as the apple of our eye.
