2026-09-30 21:00:00 / Statements and speeches of administration

Dear teachers and mentors, esteemed educators!
First and foremost, I would like to extend my heartfelt and sincere congratulations to all teachers and mentors who hold an invaluable place in the spiritual and educational life of our society and who make a meaningful contribution to the education and upbringing of the younger generation on the occasion of October 1 — Teachers’ and Mentors’ Day.
The role and value of a teacher in a person’s life are immeasurable. Every achievement, every act of progress and development, is rooted in knowledge, education, dedication, and hard work. A teacher does not merely impart knowledge; through personal example, life experience, and noble qualities, teachers instill in the hearts of the younger generation love for their Motherland, loyalty to their people, high aspirations, and a desire to achieve great goals.
Today, our country is carrying out large-scale reforms aimed at bringing the education and upbringing system to a new level, strengthening the prestige and social standing of teachers, and ensuring appropriate recognition and incentives for their work. The high priority given to education by the President of the Republic of Uzbekistan, together with the ongoing reforms in this sphere, is aimed at raising a well-rounded generation equipped with modern knowledge and skills, capable of independent thinking and making a meaningful contribution to the development of our country.
In Mirishkor District, we are also consistently implementing these important objectives, with particular attention to improving the quality of education, strengthening the professional capacity of teachers, enhancing the material and technical facilities of schools, and creating the necessary conditions for young people to acquire modern knowledge and skills.
It is especially encouraging that these efforts, together with the dedicated work of our teachers, are producing tangible and meaningful results.
In particular, Akmal Qahramonovich Safarov, a history teacher at General Secondary School No. 20 of Mirishkor District, won the “Teacher of the Year” competition this year and received a cash prize of 616 million soums. This achievement is a clear reflection of the high professional competence, continuous self-development, and dedication to the teaching profession demonstrated by our educators.
Furthermore, pursuant to the relevant order of the Minister of Preschool and School Education of the Republic of Uzbekistan, Matluba Rustamovna Isayeva, a teacher of Uzbek Language and Literature at General Secondary School No. 2; Hulkar Iroqovna Kuzieva, a primary education teacher at General Secondary School No. 11; and Shamsiya Yulduzovna Nematova, a Russian Language teacher at General Secondary School No. 38, were awarded the honorary badge “Excellence in Public Education.”
Today, 725 teachers, or 34.4 percent of the teaching workforce, within the preschool and school education system of our district hold international or national certificates. Of these, 172 teachers hold international certificates, while 553 hold national certificates. In the first quarter of 2026 alone, 122 teachers obtained international or national certificates.
Significant progress has also been achieved in enhancing the knowledge and academic potential of our students. A total of 626 students from general secondary schools have obtained international or national certificates in various academic subjects, including 217 students in the first quarter of 2026. By the end of the year, we plan to increase the number of students holding such certificates to 1,321.
In order to introduce international experience and advanced teaching methodologies into the educational process, and to further improve students’ foreign-language skills, teachers from other countries were invited to teach English at General Secondary Schools No. 1, No. 20, and No. 38 during the first quarter of 2026.
In particular, Rosie Magno Denosta from the Philippines is teaching at School No. 1, Sreedharan Gisha from India is teaching at School No. 20, and Afsal Meleputhen Veettil from India is teaching at School No. 38. Such international cooperation and exchange of teaching experience play an important role in increasing students’ interest in learning foreign languages, developing practical knowledge and skills, and creating opportunities for education in line with international standards.
The practical impact of the reforms in education can also be seen in the university admission results of our graduates. This year, 790 graduates of Grade 11 from general secondary schools were admitted to state and private higher education institutions. The overall admission rate was 57.9 percent, which is 3.3 percentage points higher than last year.
Particular attention is also being paid to strengthening the professional qualifications of teachers. In the 2026–2027 academic year, out of a total of 2,160 teachers, 206 hold the highest qualification category, 294 hold the first qualification category, and 404 hold the second qualification category. Overall, teachers holding a qualification category account for 42 percent of the teaching workforce.
At the same time, we are taking consistent measures to attract young professionals to the education system. As of September 2 this year, 88 young teachers, having graduated from higher education institutions, began their professional careers in the general secondary schools of our district.
Our efforts to support talented and gifted young people are also yielding positive results. At the regional stage of the Main Subject Olympiads, three of our students won first and second places. Ozoda Juraeva, a student of School No. 38, also participated with distinction in the national stage of the Main Subject Olympiad in Russian Language and Literature.
In 2026, the qualifying stages of the Regional Governor’s Olympiad were successfully organized in our district. At the regional stage, two of our students won second place in Uzbek Language and Literature and Mathematics.
Furthermore, during the 2026–2027 academic year, 30 teachers from our district were selected at the first stage of the selection process for the Minister’s monthly allowance, funded through the Fund of the Minister of Preschool and School Education. Of these, 10 teachers became eligible to receive the monthly allowance throughout the academic year and will be financially rewarded in an amount equivalent to 5.5 times the minimum wage.
Our young people are also actively participating in one of the most important areas of modern development — digital education and artificial intelligence. Within the framework of the “Five Million Artificial Intelligence Leaders” project, 4,165 school students received certificates.
At the regional “Digital Generation Girls” competition, Shahnoza Rauf qizi Ganieva, an Information Technology teacher at General Secondary School No. 9 of our district, won first place, while Shahribonu Muzaffar qizi Kuzieva, an Information Technology teacher at General Secondary School No. 32, won second place. Both earned the opportunity to participate in the Ministry-level stage of the competition.
Systematic efforts are also being undertaken in the preschool education sector to expand access to early childhood education and create better conditions for children. Under the Investment Programme, the capacity of Preschool Educational Organization No. 9 is being increased by 30 places through capital reconstruction. In addition, 10 new family-based non-governmental preschool educational organizations are being established in the mahallas of Nurafshon, Yuksalish, Ballug, Navruz, Qurama, and Shirin, providing access to preschool education for an additional 250 children.
Furthermore, work is underway to establish five groups at two schools and three preschool educational organizations with low enrollment levels to provide compulsory one-year school preparation for six-year-old children. This initiative will allow an additional 150 children to benefit from preparatory education.
At present, 250 children from low-income families attending preschool educational organizations have been exempted from parental fees.
To ensure equal opportunities in education and create an inclusive learning environment, inclusive classes have been established in 25 general secondary schools in our district. A total of 57 children with special educational needs are currently studying in these classes.
In order to further develop inclusive education and improve the quality of psychological and corrective support services, the district administration allocated 98.519 million soums in 2025. This funding was used to provide 10 types of essential equipment. In 2026, 19 million soums were allocated for School No. 4, where a barrier-free environment had not previously been established, and the school was provided with 10 types of necessary equipment.
Work is also continuing to strengthen the material and technical infrastructure of educational institutions and to create modern learning environments.
At present, capital renovation works at General Secondary School No. 14, located in Navbahor Mahalla, are nearing completion. The total cost of the project amounts to 10.227 billion soums.
In addition, pursuant to Resolution No. PP-393 of the President of the Republic of Uzbekistan, reconstruction works worth 4.136 billion soums are being carried out at State Preschool Educational Organization No. 9 in Shodlik Mahalla. A new 330-seat school building, with a project cost of 10.8 billion soums, is being constructed in Istiqlol Mahalla. At the same time, a new 336-seat specialized school building, with a project cost of 20.6 billion soums, is being constructed in Yangi Mirishkor Mahalla.
Significant results are also being achieved in the field of sports. Thanks to the dedicated work of our coaches and mentors, 48 students of the district sports school won prizes at prestigious world, Asian, and national sporting competitions this year.
This year, the sports school building and sports facilities were renovated with an investment of 5.2 billion soums, and a new mini-football field with an artificial surface was put into operation.
In addition, teachers at Technical Schools No. 1 and No. 2 in our district are continuously improving their professional qualifications, expanding their knowledge and skills, and obtaining various professional certificates. Sports facilities have also been established at the technical schools with an investment of 1 billion soums.
