According to Resolution No. 699 () of the Cabinet of Ministers of the Republic of Uzbekistan dated November 9, 2020, the rating is calculated automatically based on data provided by nearly 10 ministries and government agencies.
The “Shaffof qurilish” system cannot modify these data — it only collects them and publishes the results openly on the website reyting.mc.uz.

For example, the Ministry of Poverty Reduction and Employment provides information on the number of employees hired by an organization. The Tax Committee submits data on paid taxes, accrued wages, and net income. The Road Traffic Safety Service, the Inspectorate for Supervision of the Mining and Geological Industry, and the Inspectorate for Supervision of the Agro-Industrial Complex provide information on lifting equipment, transportation means, and other machinery used in construction. Based on these data, the rating is formed.

Responsibility for the accuracy of the submitted information lies with the heads of the respective ministries and agencies. Compliance with the established criteria is the key factor for achieving a high ranking. For instance, if a construction company hires employees in accordance with regulations, correctly enters job position codes, and pays wages not lower than the minimum salary, it receives higher scores. Failure to comply with these criteria leads to a lower rating.

Most importantly, the rating system is open and transparent. Any user can visit reyting.mc.uz to see an organization’s ranking position and understand why it received a high or low score.
