In the video message, a group of citizens expressed dissatisfaction regarding the increase in prices for 4 multi-storey residential buildings constructed at the address: Margilan city, “Turo n” MFI, “Yangi Fergana” Street, house 93, as well as other related issues.
On this matter, citizens had previously submitted several appeals to the relevant organizations.
Today, the Hokim of the city, Sh. Nisbatkhonov, together with representatives of the working group, visited the multi-storey buildings at the address: Margilan city, “Turon” MFI, “Yangi Fergana” Street, house 93, and studied the residents’ appeals on site, holding face-to-face discussions with them.
When studying these appeals of the residents of the multi-storey affordable housing buildings built in “Turon” MFI of Margilan city, together with representatives of the working group established by the city hokimiyat, the following was revealed:
Based on the Presidential Decree of the Republic of Uzbekistan dated November 28, 2019, No. PF-5886, 4 seven-storey residential buildings consisting of 168 apartments were constructed in “Turon” MFI of Margilan city by order of LLC “UZSHAHAR QURILISH INVEST.” These 168 apartments were allocated to citizens on the basis of a tripartite agreement between the owners, the customer – LLC “UZSHAHAR QURILISH INVEST,” and the general contractor – LLC “Margilon Specialized Repair and Construction.”
The tripartite agreement was concluded on the basis of the official letter No. 01/418 of LLC “Uzshahar Qurilish Invest” dated January 24, 2020, which strictly determined the prices (in this letter, the price per 1 sq. m of the apartments was set at 4,585,911 soums).
The constructed houses were accepted for use by Decision No. 463 of the city hokim dated October 19, 2020.
The financing of mortgage loans for these houses was entrusted to the regional branch of Ipoteka Bank. Citizens were provided with mortgage loans on the basis of the current legislation, through bilateral agreements, in the following order:
In particular, in accordance with the Presidential Decrees of the Republic of Uzbekistan No. PQ-2660 of November 22, 2016, and No. PQ-3350 of October 23, 2017, the conditions for selling apartments to young families, residents of dilapidated housing, and other categories of citizens in need of improved housing were established.
According to paragraph 1 of the Presidential Resolution of the Republic of Uzbekistan No. PQ-3863, citizens were provided with mortgage loans by participating commercial banks within the framework of the 2020 programs for a period of 20 years, with a 1-year grace period and with an annual gradual increase in the interest rate during the first 5 years, from a strictly fixed 7% up to the refinancing rate of the Central Bank:

in the first year – only interest payments at 7%;

from the 2nd year – principal plus 9% interest;

from the 3rd year – principal plus 11% interest;

from the 4th year – principal plus 13% interest;

from the 5th year onwards – at the refinancing rate of the Central Bank.
The hokimiyat of the city fully explained these procedures to citizens at that time, and the apartments were allocated to them based on their applications and of their own choice.
In the video message, it was also mentioned that citizens were unable to attend the hokim’s reception.
Representatives of the Devonkho na department, responsible for organizing citizen receptions, informed that on September 19 of this year, exactly with these applicants, a reception with the city hokim was organized at the appointed time with the participation of responsible officials. Citizens were notified of this by phone. However, even after 2 hours past the scheduled time, the applicants did not come to the reception.
In addition, representatives of the Main Department of the Central Bank of the Republic of Uzbekistan for the Fergana region studied the appeals on-site and held discussions with the citizens.
During the conversation, the citizens stated that the housing was built on a preferential basis according to the Presidential Resolution of the Republic of Uzbekistan No. PQ-3863, but compared to housing built on a commercial basis, they were sold at higher prices. Therefore, they currently cannot afford to repay their mortgage debts.
Furthermore, they requested a revision of the estimated cost of the housing. Citizens also expressed objections to the interest rates being charged on loans provided by the Fergana regional branch of Ipoteka Bank.
They were explained that, in accordance with paragraph 1 of the Presidential Resolution of the Republic of Uzbekistan No. PQ-3863, mortgage loans were granted for a period of 20 years within the framework of the 2020 programs, with a 1-year grace period and a gradual increase in the annual interest rate from 7% up to the refinancing rate of the Central Bank of Uzbekistan in the first 5 years, and subsequently at the refinancing rate of the Central Bank. Under these conditions, credit agreements were concluded with the bank.
