At the third plenary session of the Senate, the Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan Aimed at Further Developing Live Performance Art" was actively discussed.
This law introduces amendments and additions to the Laws "On Consumer Rights Protection," "On Cultural Activities and Cultural Organizations," and "On Advertising."
Several new responsibilities for the Ministry of Culture related to the development of live performance art and the support of artists, performers, and creative individuals are being established.
In particular, the Ministry will be responsible for defining the level and methods of live performance or the use of phonograms in state-organized cultural concert events, monitoring compliance with legislation regarding the use of phonograms and copyrighted works by performers, and implementing measures to support artists who contribute to the prestige of national art and culture.
The implementation of these new regulations will further develop the music industry, help discover new talents, and encourage the careers of vocalists and musicians who perform with their authentic live voices.
Additionally, the law mandates that the names of performers and authors of musical works be explicitly stated in concert programs and that advertisements for concert events must include information on the level of phonogram usage, occupying at least 10% of the total advertising space.
This ensures that audiences make informed choices—who is singing, who composed the music, how much of the performance is live, how much is playback—all will be transparent.
The adoption of this law will enhance the efficiency of organizing concert events, promote live performance art, and strengthen consumer rights.
The law was approved by the senators.
