"It should be noted that several positive developments took place in the field of culture and art in 2024.
In particular, more than 10,000 theater performances were staged, attracting 3.6 million spectators, generating an income of 27.3 billion soums.
A puppet theater was established in Namangan region, and new buildings were constructed and commissioned for the puppet theaters of Khorezm and Kashkadarya regions.
Over the year, more than 7,200 concert events were organized, reaching over 10 million people.
The second International Lazgi Dance Festival, the second International Maqom Art Forum, and the 13th Sharq Taronalari International Music Festival were held at a high level. The ‘Culture Caravan’ and ‘Culture Days’ events based on mutual cooperation principles were successfully organized.
Projects such as ‘Street Art and Music’ and ‘Journey with a Star!’ were launched.
To study examples of intangible cultural heritage, 10 local and one international folklore expeditions were carried out.
The ‘Rubab Making and Performance Traditions’ was included in UNESCO’s international representative list of intangible cultural heritage...
These examples could be continued at length. However, since the work and achievements are already ours, I believe it is more appropriate to focus on the shortcomings, their causes, and ways to eliminate them," said Ozodbek Nazarbekov.
Next, the following agenda items were critically analyzed:
- Theater and circus arts
- Concert and performance activities
- Cultural centers and intangible cultural heritage
- Cultural education
- Anti-corruption efforts in the sector

Following the critical analysis of the agenda items, disciplinary action in the form of a "reprimand" was applied to several regional leaders for failing to fulfill assigned tasks and demonstrating low efficiency. Additionally, the head of the Republican Center for Askiya and Humor Art was dismissed.
At the same time, several regional leaders and employees who contributed to the sector's development and worked effectively throughout the year were recognized and rewarded.
It is well known that, following Presidential Decree No. 112, a total of 188 "Damas" vehicles were allocated to district and city culture departments between 2022 and 2024.
As an additional incentive, two "Damas" vehicles were allocated to the Fergana regional culture department, and one each to the Tashkent regional and Tashkent city culture departments.
During the meeting, to increase cultural events in the districts and cities of the Republic of Karakalpakstan, regional and Tashkent city culture departments, as well as republican organizations, were assigned to specific districts and cities of Karakalpakstan.
At the end of the meeting, new appointments were made, and sector representatives were introduced:
- Alisher Khudayberdievich Jamaldinov was appointed as the head of the "Cultural Education Center" state institution.
- Ilyas Mukhammadovich Khojanazarov was appointed as the Deputy Minister of Culture of the Republic of Karakalpakstan for financial affairs.
"Dear friends!
Any opportunity created and attention given must undoubtedly increase our sense of responsibility.
If we speak honestly and with conscience, our Head of State is providing all possible opportunities for the development of culture and art.
Accordingly, each of us must deeply feel this responsibility and demonstrate results. We must ensure the unconditional implementation of the assigned tasks!
As I mentioned earlier, these results should be visible, first and foremost, in the lives of our people. Our citizens should feel the positive impact of our efforts.
Therefore, I ask the Minister of Culture of the Republic of Karakalpakstan, the heads of regional and Tashkent city culture departments, and the heads of organizations within the Ministry’s system to fully and timely implement the issues raised during this meeting.
I wish you all health, strength, and energy in this endeavor," concluded Ozodbek Nazarbekov.
