Briefing: On the work carried out on appeals received by the Ministry of Culture and its system organizations during 2024

As is known, when Shavkat Mirziyoyev assumed the presidency of the Republic of Uzbekistan, he emphasized one important idea: state institutions should serve the people, not the other way around.
This people-oriented principle has become a priority in our state policy, turning into a system that connects citizens with responsible institutions.
The establishment of direct dialogues and mobile receptions with leaders at all levels in local areas has instilled great hope and confidence among people that their problems can be resolved. State agencies have started to operate at the grassroots level, focusing on the needs and demands of the population.
Similarly, in the Ministry of Culture, practical work was carried out throughout 2024 to further expand communication with the public, enhance the effectiveness of the system for identifying and solving citizens' problems, and ensure that at least 80% of appeals are resolved locally.
Specifically, during the current year, a total of 3,256 appeals were received by the central apparatus of the Ministry of Culture (980), regional departments (906), and affiliated organizations (1,370). Of these, 1,562 (48.0%) were written, 1,116 (34.2%) were electronic, and 578 (17.8%) were verbal appeals.
Among these appeals, 2,989 (91.8%) were from individuals and 267 (8.2%) were from legal entities.
Out of the total appeals, 2,630 (80.8%) were resolved, 541 (16.6%) were given explanations, and 85 (2.6%) were forwarded to other organizations.
The highest number of appeals was received by the Tashkent City Department of Culture (170, 18.8%), followed by the Fergana Region Department (85, 9.4%), the Tashkent Region Department (82, 9.1%), the Ministry of Culture of the Republic of Karakalpakstan (74, 8.2%), and the Surkhandarya Region Department (74, 8.2%).
Appeals to regional departments decreased by 312 (25.6%) compared to the same period last year, with significant reductions in the Khorezm Region (61.5%), Surkhandarya Region (59.6%), and Namangan Region (59.6%).
The highest number of appeals through the President's virtual reception was directed to the Committee on Interethnic Relations and Friendly Relations with Foreign Countries (638, 46.6%), “Uzbekconcert” State Institution (114, 8.3%), Uzbekistan State Institute of Arts and Culture (66, 4.8%), and Uzbekistan State Conservatory (15, 1.1%).
Analysis by topic shows that 30.0% of the appeals were related to education, 10.1% to theater and circus issues, 9.2% to the activities of cultural institutions, 6.7% to labor relations, 6.6% to finance, accounting, and auditing, 6.5% to household (housing) issues, and 6.2% to concert events.
To address cultural and artistic issues, a system allowing citizens to send their appeals directly to the Minister of Culture, Ozodbek Nazarbekov, was established. For the first time, on December 23, 2024, appeals sent via the @vazirqabuli_bot were received online by the Minister.
