As part of the "Eliminating Bureaucracy – 2030" program, approved by Decree No. F-68 of the President of the Republic of Uzbekistan on November 28, 2025, a large-scale public initiative titled "Uzbekistan Without Bureaucracy" has been launched. This project is aimed at eliminating excessive administrative barriers and redundant practices within state bodies.
The initiative involves studying and resolving the bureaucratic obstacles encountered by citizens and business entities in their daily activities. Through this process, access to public services will be simplified, and administrative procedures will be streamlined.
From September 21 to November 20, 2026, citizens and entrepreneurs can submit actionable proposals via the dedicated electronic platform murojaat.byurokratiyasiz2030.uz. Submissions must detail the specific issue, the associated losses of time and resources, and proposed alternative solutions.
Submitted proposals will be thoroughly evaluated by domain experts. Based on approved initiatives, amendments will be introduced into existing regulatory framework, alongside designated digitalization measures. The most critical initiatives will be incorporated into the annual action plans of the "Eliminating Bureaucracy – 2030" program.
The collected proposals will enable the creation of a comprehensive map identifying the most heavily bureaucratized areas across state agencies. This will subsequently reduce service delivery timelines and minimize operational costs. All process stages and statistical data will be published transparently on the platform in real time.
The execution of this initiative creates a practical foundation for enhancing transparency and efficiency in the state apparatus. Direct engagement from citizens and business representatives ensures prompt identification and systematic resolution of administrative flaws.
Consequently, administrative expenses and time constraints will be significantly reduced, resulting in an improved business environment and accelerated economic processes nationwide.
