Illegal Extraction of Non-Metallic Minerals Detected in Pskent

The Central Regional Department of the Inspectorate for Control of Mining and Geology conducted an inspection at the "Istiklol-III" mine located in the Pskent district to verify compliance with subsurface use and industrial safety regulations. During this enforcement activity, organized pursuant to the Law of the Republic of Uzbekistan "On Subsurface" No. ZRU-987 dated October 31, 2024, and the Resolution of the President of the Republic of Uzbekistan No. PP-187 dated May 24, 2024, severe legal violations were recorded in the operations of "T.N.M." LLC. Investigation based on space monitoring data revealed that the company had exceeded its designated boundaries.
According to the surveying and calculation work carried out with the participation of specialists from the surveying department of "Olmaliq KMK" JSC, it was established that from June 29, 2021, to February 4, 2026, the entity extracted 36,761 cubic meters of sand and gravel mixture within the authorized mining allotment area of 1.63 hectares. However, it was confirmed that the company also illegally extracted 93,299 cubic meters of non-metallic minerals outside the legitimate boundaries from an area of 4.77 hectares.
The inspection further revealed that the enterprise's annual work plan for 2026 had not been coordinated with the inspectorate, boundary markers were not installed at the corner points, and appropriate permits for mining operations and special water use were completely absent. Furthermore, violating the requirements of the Law of the Republic of Uzbekistan "On Industrial Safety of Hazardous Production Facilities" No. ZRU-57, the facility was not registered in the single registry, and the employer's civil liability insurance was not secured. A written binding directive with specific deadlines for rectifying all omissions was issued to the head of the company, B.O., and the compiled case documents were submitted to law enforcement agencies for legal evaluation.
The results of this monitoring initiative demonstrate the high efficiency of satellite monitoring systems in land and mineral management and emphasize the necessity of stopping the unauthorized plundering of natural resources. Strengthening state oversight directly contributes to the preservation of the mineral resource base and prevents economic and environmental damages caused by illegal business operations.
