New Digital System Discussed at the Inspectorate: 21 Types of Services to be Integrated into a Single Electronic Platform

The introduction of the "Risk Analysis" electronic information system and the "Permit Issuance" module, which are integral parts of the "Kongeotexnazorat" information system, was thoroughly discussed at the Inspectorate for Control in the Mining Industry and Geology. The meeting of the working group, led by the Deputy Head of the Inspectorate O. Zaripov, was attended by responsible specialists and representatives of the "Uzinfocom" single integrator. Presentation materials and architectural designs aimed at the complete digitalization of the sector were reviewed during the meeting.
It was noted at the meeting that the new digital mechanism allows for an automated assessment of the level of compliance with legislation by business entities. An analysis of the current process shows that all attachments in the system are uploaded in PDF format, making automatic data extraction impossible, and inspectors are forced to read them manually. Consequently, due to the incorrect selection of the service type by applicants, an average of 30–35% of applications are returned with deficiencies. Currently, the average monthly number of applications is about 10 in the oil and gas sector, 220 in the underground sector, and 200 in industrial safety, with the positive decision rate reaching only 45% to 60%.
As part of the digitalization efforts, a total of 21 types of permits and services are being integrated into a single system. Among them, 13 types operate only in the Back-office mode through integration with external systems such as the "License" IS, the SPIS, Geomonitoring, and Nazorat.mc.uz, while the remaining 8 traditional paper-based services will be completely converted into an electronic format. The system operates based on a single chain consisting of 12 application statuses. To avoid requesting redundant documents from applicants, an automatic data exchange is being established with 8 external state systems, including the Ministry of Justice, the Tax Committee, Mehnat.uz, and the Cadastre Agency.
To reduce the inspectors' workload by 40%, a special tablet module is being introduced for on-site assessment processes. This module records GPS geolocation, photo, and video evidence at the site, allowing operations in offline mode in areas without internet connection, followed by automatic synchronization. At the final stage of the program, an artificial intelligence module based on RAG technology will be launched. The artificial intelligence compares applications with the regulatory framework, automatically generates a document with a QR code when requirements are met, and reduces the application return rate to 15–20%.
