A new stage in the Inspectorate's activity: an uncompromising and transparent anti-corruption system

On June 22, 2026, the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, signed Law No. LRU-1155 "On amendments and additions to certain legislative acts of the Republic of Uzbekistan aimed at increasing the effectiveness of combating corruption and ensuring the inevitability of liability for corruption offenses". This document amended 3 codes and 5 laws, creating a unified and integrated anti-corruption system. The new mechanisms will serve to ensure legality in the activities of the Inspectorate for Control of Mining Industry and Geology, which carries out subsoil use regulations and control measures.
The performance indicators of the Inspectorate in the rating evaluation system established on the basis of Presidential Resolution No. PP-81 have radically changed. At the end of 2022, the Inspectorate scored 34 points, in 2023 — 21 points, and in 2024 — 0 points, which meant its activities were chronically rated as "unsatisfactory". However, as a result of the effective implementation of international standards, at the end of 2025, the Inspectorate scored 92 points out of 100, and its performance was recognized as "excellent". For this achievement, the Anti-Corruption Agency presented a letter of appreciation to the staff of the Inspectorate on April 6, 2026.
According to the new Law, an electronic registry of persons who have committed corruption-related crimes will be maintained. The prohibition for individuals included in this registry from entering the civil service and participating in public procurement will enable the Inspectorate to select reliable personnel. The compliance control structures of the Inspectorate received the authority to access mining facilities without hindrance, monitor processes, and cooperate directly with law enforcement agencies. If signs of corruption are detected in the first head of the agency, the head of compliance can submit a proposal for the temporary suspension of their duties.
To ensure the safety of compliance officers, initiating a criminal case or conducting a search against them can only be carried out with the permission of the Prosecutor General. This immunity guarantees the strict implementation of 10 internal regulatory documents specified in the including the Inspectorate's anti-corruption policy, conflict of interest management, and internal service investigations. Through the corruption risks map, deficiencies at mining sites will be detected at an early stage.
These results show that strengthening the control system sharply reduces the risks of illegal subsoil use. Ensuring legality prevents economic damage in the sector and reinforces the atmosphere of transparency. This, in turn, will increase foreign investors' confidence in the mining and geology sector and elevate the efficiency of state control to a new level.
