Illegal Subsoil Use Detected in Akhangaran: Over 299 Million Soums of Damage Caused to the State

It was established that T.T.T., the head of "B.B.B." LLC located in the Akhangaran district, engaged in illegal soil extraction and brick production without a special permit (license). The Akhangaran District Criminal Court reviewed the case and imposed appropriate punitive measures against the offender. This case is a significant outcome of control activities aimed at preventing the unauthorized use of subsoil resources and protecting the environment.
According to the judicial investigation materials, the head of the company was allocated a total of 10.0 hectares of land for the construction of a brick factory and soil extraction by the district khokim's decision No. 840 dated November 17, 2015. However, in violation of the requirements of the Law of the Republic of Uzbekistan "On Subsoil", T.T.T. illegally extracted a total of 30,017.42 cubic meters of soil during 2019–2023 without a special license. As a result of this action, a very large amount of economic damage totaling 299,699,925 soums was caused to the interests of the state and society.
In addition, during a tax audit and environmental inspections, it was revealed that the enterprise concealed in its reports and failed to pay taxes for the use of subsoil amounting to 112,565.3 thousand soums into the budget. A number of environmental violations were also recorded on the territory of the enterprise, such as discharging wastewater onto the terrain, failing to install dust and gas cleaning equipment, and operating without a permit for special water use. The court verdict ensured full compensation for the material damage caused, and T.T.T. was found guilty under Part 2 of Article 192-11 and Article 229 of the Criminal Code of the Republic of Uzbekistan.
This judicial document indicates a strict strengthening of the state control system in the field of subsoil use. The measures taken against illegal entrepreneurial activities limit the plunder of natural resources. Ensuring legality not only protects the environment but also eradicates the shadow economy, guaranteeing the full flow of revenues into the state budget.
