The inspectors conducted 5 control and preventive activities without prior coordination. The inspections covered the landslide area, sectors 1 and 3, and the Underground Coal Mining Department of the Angren ko‘mir koni branch of the O‘zbekko‘mir Joint Stock Company, as well as the Railway Transport subdivision of the Transport branch and the Tog‘ transport uskunalarini ta’mirlash zavodi branch. Official written instructions were issued regarding the identified deficiencies, and specific deadlines for their elimination were agreed upon. At the same time, continuous on-site monitoring is being conducted in the landslide areas where mining operations take place.
Definite measures were also taken regarding compliance with industrial safety requirements and the issuance of relevant permits. In particular, an application for a permit submitted by GORNO-RUDNIE TECHNOLOGII TOO (State Institution Training and Advisory Center Tog‘-kon texnologiya) through the Public Services Center was examined on-site. The inspection was carried out at the Apartak coal mine of the Angren ko‘mir koni branch, involving the chief specialist of the inspection, Sh.A. Zhuraev, and the deputy head of the enterprise for production, O.B. Usumbekov, in accordance with the requirements of Appendix 31 to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 566 dated October 5, 2022, and a corresponding report was drawn up.
Furthermore, the inspection applied desk-based reviews and meeting methods without visiting the sites. Based on the official letter from the Foreign Enterprise in the form of a Limited Liability Company BAB ENERGY VE PETROL URUNLERI AS, 1 analytical meeting was organized remotely. The enterprise was provided with the necessary explanations regarding the knowledge testing of personnel based on clauses 32, 33, and 35 of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On approval of the Rules for Technical Operation of Consumers' Electrical Installations and Safety Rules for the Operation of Consumers' Electrical Installations" No. 712 dated November 11, 2020. In addition, inspection representatives directly participated in the examination of students trained in mining machinery and transport at the Training Center of the O‘zbekko‘mir Joint Stock Company and the Texnik ta’lim non-governmental educational institution.
The results of these activities demonstrate the effective performance of state control mechanisms in the mining industry. Continuous monitoring, particularly in high-risk landslide areas, helps prevent occupational accidents and hazardous situations.
Strict adherence to legal requirements not only ensures technical safety but also plays a crucial role in enhancing the economic stability of enterprises, reducing resource waste, and guaranteeing the overall efficiency of coal extraction operations.
