In particular, special attention was given to the following areas concerning women:
-
creating broad opportunities for education;
-
vocational training and employment support;
-
promotion and support of women’s entrepreneurship;
-
targeted assistance for women in need of social protection.
The President noted that practical efforts to identify and resolve women’s issues at the mahalla level, strengthen a healthy family environment, and protect women from pressure and violence will continue.
Within the framework of 2026, declared the “Year of Mahalla Development and Social Progress,” the following measures were outlined:
-
provision of subsidies to cover part of down payments and interest payments for housing purchases;

launch of new service facilities by entrepreneurs;
-
approval of five-year programs aimed at creating a modern appearance and innovative learning environment in technical colleges;
-
starting from 2026, payment of scholarships for the first time to 100,000 students studying under the dual education system in technical colleges;
-
increased scholarships for high-achieving students who are mastering their chosen professions;
-
development of professional education in the healthcare system, including the launch of international-standard nursing training programs in one technical college in each region;
-
introduction of educational programs from Germany, Switzerland, the United States, and Japan, and the formation of a nursing workforce that meets international standards and is proficient in foreign languages.
All these initiatives represent a vivid example of the opportunities and care being provided to women in our country. The objectives outlined in the Address aim to fully unlock women’s potential, enhance family well-being, and contribute to the overall development of society.
