✅ The Public Procurement System is Being Improved

In 2025, nearly 25,000 applications and complaints were received in the field of public procurement. The majority of complaints relate to procurement organization processes handled by operators, violations in contract formalization procedures and deadlines, as well as delays in payments by contracting authorities.
At the same time, several factors continue to affect the efficiency and transparency of public procurement, including differences in the competitive environment among operators, the impact of the human factor in moderation processes, the lack of mechanisms for prompt resolution of complaints and contractual disputes, fragmented submission of appeals, high costs of local product certification, insufficient procurement planning, and the absence of a rating system.
✅ To address these issues, a number of systemic measures have been implemented:
✍️ a unified central portal has been launched in test mode;
✍️ standard offers have been introduced for construction materials, electrical goods, and household appliances;
✍️ a mechanism for public consultation of procurement documents has been established;
✍️ standard evaluation criteria have been implemented in the electronic system.
✅ In addition, the following measures are planned to further improve efficiency:
✍️ to standardize intermediary fees and deposit (security) amounts across all operators;
✍️ to establish a “Unified Call Center” with AI-based automated monitoring and reporting;
✍️ to introduce a rating system for contracting authorities and participants;
✍️ to fully digitalize the publication of procurement plans;
✍️ to reduce the cost of issuing certificates for locally produced goods.
Work is currently ongoing to further improve legislation in the field of public procurement.
