Cooperation Agreement Signed Between the Energy Efficiency National Agency and IFC on the “Green Buildings” Initiative

A signing ceremony of a cooperation agreement was held between the National Agency for Energy Efficiency under the Cabinet of Ministers of the Republic of Uzbekistan and the International Finance Corporation (IFC).
This cooperation is aimed at promoting energy-efficient and environmentally sustainable construction practices in Uzbekistan. Within the framework of the partnership, the Agency and IFC plan to jointly implement the “Green Buildings” project. The project envisages the development and introduction of a package of financial and non-financial incentive measures to support the construction and modernization of green buildings.
The agreement of cooperation provides for the development and implementation of a comprehensive set of incentive measures to accelerate the adoption of green building practices in Uzbekistan. In this process, establishing cross-sectoral cooperation among ministries and government agencies is of particular importance, including the development of tariff reforms, concessional lending mechanisms, and other supporting instruments.
As part of the cooperation, it is planned to establish an interagency working group to develop and implement incentive measures for green buildings. The working group will include representatives of the Central Bank, the Ministry of Economy and Finance, authorized bodies in the construction and housing and communal services sector, the “O‘zstandart” Agency, the Ministry of Water Resources, as well as other relevant institutions.
Another key area of cooperation covers the development and implementation of policy and regulatory frameworks for green buildings. In particular, plans include the introduction of a green building certification system, as well as the establishment of incentive mechanisms, procedures, and institutional arrangements.
In addition, IFC will provide consulting services in the process of developing the “Green Mahallas” concept and during the preparation and adoption of a relevant resolution of the Cabinet of Ministers. This concept aims to improve the energy efficiency of residential environments, promote the rational use of resources, and ensure environmental sustainability.
At the conclusion of the meeting, the parties agreed to strengthen their cooperation, and a corresponding agreement was signed between the National Agency for Energy Efficiency and IFC. This partnership represents an important step toward the implementation of green economy principles in the country, enhancing energy efficiency, and applying international best practices.
