On March 26, 2025, a press conference was held at the Information and Mass Communications Agency under the Administration of the President of the Republic of Uzbekistan. The event focused on Cabinet of Ministers Resolution No. 149, issued on March 10, 2025, regarding the approval of the "Regulations on the Procedure for Awarding and Redistributing Grants to Students in Higher Education Institutions."

The conference was attended by First Deputy Minister of Higher Education, Science, and Innovation Shohrukh Daliyev and Head of the Department Abduvali Kholikov.

In recent years, the reforms aimed at improving the quality of higher education have yielded positive results. The government's increased attention to education, particularly in implementing modern approaches to the distribution of state grants, plays a crucial role in this progress. Cabinet of Ministers Resolution No. 149, adopted on March 10, 2025, serves as a key legal framework for further enhancing the higher education system, ensuring a fair and efficient grant allocation process, and providing equal opportunities for students. The resolution introduces improved mechanisms for identifying and supporting talented students, fostering a competitive academic environment, and enhancing the preparation of highly qualified specialists.

According to the resolution, a differentiated approach to the redistribution of state grant quotas has been introduced in universities. Now, high-achieving students in their second year and above, who demonstrate strong academic performance and social engagement, will be eligible for either full or partial educational grants.

Additionally, the resolution provides special support for certain categories of students, as outlined by the National Agency for Social Protection and the Ministry of Higher Education, Science, and Innovation. These students will have access to two types of grants. The first type fully covers their tuition fees through the State Budget, while the second type partially covers tuition costs using funds from financially independent universities.

Furthermore, up to 10% additional grants beyond the state quota will be allocated for certain categories of applicants. Those who score at least 80% of the required points for a state grant will have the opportunity to enroll under these additional grants.

Another significant innovation is the introduction of interest-free educational loans for students with a GPA of 3.5 or higher. This initiative will help ensure that students can continue their education without facing financial difficulties.

The grant application process will be based on the principles of transparency and fairness. All applicants will be able to submit their applications online through official university websites. Grant applications will be evaluated by special committees at each university, and the results will be announced before the start of the new academic year.

These reforms aim to expand access to higher education, promote equal opportunities, and contribute to the development of a highly educated and skilled workforce.
