Adminstration of the Bukhara District,Bukhara Region

With the aim of attracting more foreign investment to Bukhara District, expanding the district’s export geography, introducing modern technologies, and further developing international cooperation, a working visit of a delegation led by Bukhara District Governor Anvarjon Ochilov to the People’s Republic of China was carried out from August 2 to 7, 2026.

As part of the visit, the delegation held a series of meetings with the heads of major companies and private enterprises in the Xinjiang Uyghur Autonomous Region and Shanghai. During the negotiations, agreements worth a total of US$250 million were reached in the areas of investment, exports, agriculture, processing industries, modern agricultural technologies, and construction.

Organic Fertilizer Production Project

During meetings held in the Xinjiang Uyghur Autonomous Region on August 3–5, the delegation visited Xinjiang Dayu Smart Agricultural Technology Co., Ltd., a company specializing in water-saving technologies, smart irrigation systems, and digital agricultural technologies.

The company is one of the principal subsidiaries of Dayu Irrigation Group Co., Ltd. in Xinjiang. The Chinese holding company is a major player in the field of water-saving technologies.

During the meeting, cooperation opportunities between Xinjiang Dayu Smart Agricultural Technology Co., Ltd. and UCH QARAGAY AGRO LAND LLC JV, operating in Bukhara District, were discussed.

As a result, preliminary agreements were reached to establish organic fertilizer production in Bukhara District during 2026–2028. The total value of the project is US$100 million. Company representatives stated that practical work on the project would begin in Bukhara District in August–September 2026.

Agricultural Machinery Production to Be Established

In addition, preliminary agreements were reached with Xinjiang Yize International Economic and Trade Co., Ltd. to implement a US$150 million project in Bukhara District for the production of various types of agricultural machinery.

The project envisages localizing up to 60 percent of products during the first 1–3 years of production and up to 80 percent during years 3–5.

The implementation of the project will help meet domestic demand for agricultural machinery through local production, create new jobs, and increase the level of production localization.

During the visit, the delegation also familiarized itself with the activities of companies in the Xinjiang Uyghur Autonomous Region engaged in large-scale livestock farming and potato and tomato production. Meetings with specialists included an exchange of views on the use of modern technologies in agriculture, improving production efficiency, and studying advanced practices.

Bukhara Products to Enter the Chinese Market

The meetings held in Shanghai on August 6–7 also produced practical results.

In particular, negotiations were held with Shanghai Ivcsun Industrial Development Co., Ltd. regarding the export of agricultural products grown in Bukhara District to the Chinese market.

The company has an annual turnover of US$5 billion and operates in the Chinese and international markets in the trade of high-quality fresh fruits, particularly imported fruits, as well as logistics and supply chain management.

As a result of the negotiations, preliminary agreements were reached to export fruit and vegetable products from Bukhara District to China worth US$11 million annually, as well as to establish the production of ice cream made from various types of fruit.

New Cooperation in the Construction Sector

As part of the visit, representatives of Politex Progres LLC, operating in Bukhara District, also held meetings with major construction companies in Shanghai.

The negotiations resulted in preliminary agreements on the construction of multi-storey residential buildings in Bukhara Region through partnership-based cooperation.

Results of the Visit — Practical Projects and New Opportunities

Overall, the working visit of the Bukhara District delegation to the People’s Republic of China resulted in important agreements in the areas of investment, exports, agriculture, industry, and construction.

During the visit, specific agreements were signed on the production of organic fertilizers, localization of agricultural machinery, export of fruit and vegetable products to the Chinese market, production of fruit-based ice cream, introduction of modern agricultural technologies, and development of cooperation in the construction sector.

To ensure the practical implementation of these agreements, launch the projects within the established timelines, and consistently build on the results achieved, the implementation of all agreements has been placed under strict supervision. Continuous monitoring will be carried out, and regular updates will be provided on the progress of the projects.

This visit by the Bukhara District delegation, aimed at taking cooperation with China to a new level, marked an important practical step toward attracting foreign investment, increasing export potential, adopting modern technologies, and creating new jobs.
