Regulations of the Bekabad city government
REGULATION OF THE BEKABAD CITY GOVERNMENT
I. General Provisions
- This Regulation, in accordance with the Law of the Republic of Uzbekistan "On Local State Power," defines the tasks, functions, rights, responsibilities, and the procedure for organizing the activities of the management apparatus of the Bekabad City Government.
- The management apparatus of the Bekabad City Government is guided in its activities by the Constitution and laws of the Republic of Uzbekistan, decrees and resolutions of the President, resolutions of the Cabinet of Ministers, the Regional Government of Tashkent, as well as the decisions of the Bekabad City Council (Kengash) of People's Deputies and the Mayor of the city.
- The management apparatus provides information-analytical, legal, organizational-technical, and financial-economic support for the activities of the City Government. It prepares draft documents for the Bekabad City Council of People's Deputies and the Mayor, and monitors their implementation.
- The management apparatus carries out its activities under the direct leadership of the Mayor of Bekabad.
II. Tasks and Functions of the Management Apparatus
- The main tasks of the management apparatus of the Bekabad City Government are:
- Territorial Development: Analyzing trends in the socio-economic development of Bekabad city, and maintaining systemic monitoring of the execution of the city's local budget.
- Economy and Industry: Ensuring the implementation of structural transformations in the economy of Bekabad city (especially considering its potential as a large industrial zone), accelerating the development of entrepreneurship, and protecting private property.
- Execution of Programs: Ensuring the implementation of programs for the city's socio-economic development, territorial investment programs, programs for the modernization of production, and the development of engineering-communication and road-transport infrastructure.
- Population Welfare: Implementing comprehensive measures to ensure employment, create new jobs, and develop the social sphere (education, healthcare).
- Security and Legality: Ensuring legality, law and order, and security; taking measures to eliminate the consequences of natural disasters and emergency situations.
- Document Expertise: Conducting comprehensive economic, financial, and legal expertise of draft documents of the City Council of People's Deputies and the Mayor.
III. Rights and Responsibilities
- To fulfill its assigned tasks, the management apparatus has the right to:
- Request and receive, in the established procedure, necessary information from the divisions of state and economic management bodies, enterprises, and organizations (regardless of ownership form) located in Bekabad city.
- Create temporary expert groups and involve specialists to resolve city issues.
- Give instructions to the heads of organizations on issues requiring prompt resolution and verify their execution.
- The management apparatus is responsible for:
- The timely and high-quality execution of instructions from the President and the Government of the Republic of Uzbekistan, and the Regional Government of Tashkent.
- Analyzing the progress of economic reforms in Bekabad city and timely identifying problematic issues to submit for the Mayor's consideration.
- Strict compliance with executive discipline, as well as the socio-economic consequences of the adopted decisions of the City Council and the Mayor.
IV. Structure of the Management Apparatus
- The structure of the Bekabad City Government consists of:
- The Mayor of the city and their deputies.
- The Assistant to the Mayor.
- The Department of Complex Territorial Development.
- The Organizational-Control Group.
- Chief and leading specialists by sectors (industry, capital construction, agriculture, women's affairs, etc.).
- The Legal Service (lawyer), Accounting Department, and Chancery (Registry).
(The structure and maximum staff size are continuously optimized based on the resolutions of the President of the Republic of Uzbekistan).
V. Organization of Activities
- The work of the management apparatus is organized based on the work plans of the City Government, structural divisions, and their employees.
- Department of Complex Territorial Development: Submits proposals on the accelerated development of the city's industrial potential, the launch of new production facilities, and the improvement of the level and quality of housing and communal services (heating, electricity, drinking water).
- Organizational-Control Group: Monitors executive discipline, manages the selection and placement of personnel, forms a reserve of management personnel, and provides assistance in conducting election campaigns.
- Assistant to the Mayor: Presents incoming correspondence and instructions from higher authorities to the Mayor, organizes the reception of physical and legal entities, and monitors the processing of appeals.
- Legal Service: Ensures the compliance of all resolutions and orders adopted by the City Government with the current legislation.
