I. An additional 4new areas of activity of the Ministry of justice were established:
- to identify legal problemsthat occur in the daily life of the population, analyze and eliminate them;
- development of draft legislative acts aimed at eliminating systemic problems identified in places;
- primary free legal assistance to citizens on legal issues;
- to provide methodological assistance in the formation of uniform law enforcement practices in state bodies and makhallas.
II. Justice departments are assigned 6 new tasks:
- to study and solve the problems of the population, it is necessary to hold monthly "Justice Day"events in the makhallas;
It provides itinerant public services at least twice a month in makhallas in remote areas.
- todevelop proposals for legislation to eliminate legal problems in the daily life of citizens by walking door-to-door and holding shares of “legal assistance”;
- Solving problemsrelated to legal issues through the online makhalla platform;
- to ensure that free primary legal assistanceis provided to the population and to provide them with legal explanations;
- youth, women, social protection persons informedabout the benefits established in the legislative acts;
- to provide methodological assistanceto district (city) organizations as well as makhalla agencies in the practice of uniform law enforcement.
III. In stages, legal advisory bureaus of the NGO “Madad”will be established in 135 districts (cities) (73 have already been established).
IV. In order to increase the legal consciousnessof the population, effectively organize the delivery of legislative acts to the performers:
- unified legal information exchange systemfor the transmission of legal information to state bodies and organizations will be launched;
Through the system, legal information is transmitted to civil servants, their proposals aimed at eliminating loopholes and conflicts in legislation and improving legislation are adopted.
- The project "makhalla lawyer"will be introduced and the legal knowledge and skills of the heads of the makhallas will be increased;
- Inthe makhallas, every Wednesday of the week, the "legal propaganda day" is held;
- A system of continuous professional education ofteachers of law is introduced, educational programs "travel to the world of law" are introduced in schools, Science Olympiad "knowledge of law", examination competition "best law teacher" are held;
- "SMS" notifications are sent to their mobile devices about up-to-date legislative acts and other legal information to the population.
V. “The future of the country-with young people who are obedient to the law and intolerant of offenses”in order to form legal immunity in young people to various negative factors:
- in young people, respect for the law, the country’s immunity and patriotismwill be strengthened;
- students of legal educational institutions conduct "legal assistance to my peer" activities among young people;
- an online legal literacy school will be established aimed at raising the legal knowledge of young people.
VI. The Ministry of Justice annually develops and implements a program of targeted and thematic analytical studies on the study and methodological support of law enforcement practices. In this:
- methodological manualson the elimination of problems in the application of the right were developed and "Lex.uz" are placed in;
- the functions of state bodiesare acceptable samples of internal documents are prepared for them, and the qualifications of their employees are increased.
VII. The system of training of legal personnel is improved. In this:
- 4 Centers for professional development of the ministry and the organizations that are part of it are merged to form the Institute for retraining and professional development of legal personnel;
- scientific-methodical and consultativeprovision of areas of Justice activity at TSUL and the Institute for retraining and professional development of legal personnel;
- in the field of law enforcement, a system of scientific and innovative research and scientific research of legal problemsis introduced;
- law lyceums are established in Namangan and Samarkand;
- The system of "school – Lyceum – technikum – University" is introduced in the training of legal personnel by organizing the education of the "law class" and the subject of law in a deepened state in 2080 schools.
VIII.Additional facilities will be created in the field of providing public services to the populationand business entities:
- 13 public services are provided via dxm and single Portal, 11 of the public services are proactive, 7 are converted to composite form;
- representatives of the private sector are allowed to provide 15 types of public services;
- by the end of the year, the Face-ID method of identification of a person in the provision of public services is applied, and the requirement to provide a passport or other identity documents is canceled;
- before the introduction of the procedure for the provision of new public services, they are experimentally transferred from approval in a certain area. In this case, the duration of the experiment will last up to
6 months, and the provision of services on the result will be suspended or a proposal will be made to the government on the introduction in the entire Republic; - a legal experiment will be carried out on the pre-trial review of illegal administrative documents of state bodies in the field of public service provision of state bodies (from July 1, 2024 to July 1, 2026)
Appeals councils are organized under the ministry and the Justice Department of the city of Tashkent, which are given the authority to review administrative documents before the court and make decisions on changing, partial or complete cancellation of documents that are not in accordance with the legislative acts.
IX. On the basis of the state institution "Center for the development of public services" of the ministry, an Institute for legislative analysis and regulatory impact assessment is being established.
X. In order to ensure intellectual property protection:
- applications for registration of requestsand databases for electronic computing machines in the application will be made available through Center for public services and a Portal;
- the procedure for issuing an electronic document protected by a QR code confirming the registration of an intellectual property object is introduced;
- The following rights are granted to the Ministry of justice:
- to make a conclusion in the prescribed manner on the circumstances of violation of the requirements of legislative acts on intellectual property of the CEC;
- holding events in cooperation with special competent bodies for the identification of cases of secret production of contrafactual products and the seizure and destruction of identified contrafactual products;
- implementation of inspections carried out in the activities of business entities in the process of informing the competent authority on cases of violation of the law in the field of intellectual property..
XI. The formation and maintenance of a single register of the population is established by the personalization agency under the Ministry of Justice.
The register is the only electronic database of personal information of citizens of the Republic of Uzbekistan, foreign citizens and stateless persons living permanently in the Republic of Uzbekistan.
It is integrated with the information systems of state bodies, and information relating to a person in the provision of public services to citizens, the registration of notarial acts, the provision of banking, municipal, insurance and other services is obtained from this register.
XII. The Ministry of justice and the organizational structures of the system of the agency "Uzarchive" are being approved.
XIII. The plan of measuresto transform the activities of the justice authorities, provide public services and improve the creativity of the norm (36 measures in 6 directions) is being approved.
It is envisaged to develop 16 draft normative legal acts (including 1 Law, 6 draft presidential resolutions). In particular, projects of the presidential decision will be developed aimed at further improving the activities of the tdyuu in the areas of notary, forensic examination, Legal Service and archival work.
XIV. 28 amendments and additions are being made to the documents of the president of the Republic of Uzbekistan, including11 decrees and 17 resolutions.
