THE NATIONAL PROGRAM for the Development of School Education in 2022 — 2026.
As a result of administrative reforms, preschool, public and specialized education have been combined into a single system of preschool and school education.
In more than 10 thousand schools and over 38 thousand kindergartens operating in the system, about 700 thousand teachers and mentors provide education and training to 8.5 million students. On average, 400 thousand students graduate from school annually, of which 170 thousand continue to receive education after school. By the construction of 422 state kindergartens and the opening of more than 21,000 non-state preschool institutions, 1,200,000 places for children have been created over the past five years. The preschool enrollment rate has reached 78 %.
In 2026–2028, a network of next-generation preschools “Yangi avlod” with innovative child development centers is planned to be established in 14 regions of the country.
Hundreds of modern schools have been built in recent years. A completely new type of school has been created: Presidential and Art Schools, as well as a network of specialized schools has expanded. New textbooks and teaching manuals have been developed.
Five hundred regional schools have implemented an assessment system in Presidential and specialized schools today. As a result, the share of practical classes such as situation analysis, problem-solving, and teamwork, based on advanced foreign experience, increased to 60 percent. Vocational training in three areas has been established in high grades of 208 schools. The number of school graduates with foreign language certificates has increased from 6 thousand to 18 thousand over the past two years.
A particular attention is being paid to improving the working conditions and qualifications of teachers and tutors. In particular, teachers’ salaries have increased by an average of 2,5 times over the past period.
A salary supplement has been introduced for teachers with national and international certificates in foreign languages, information technology, mathematics, chemistry, and biology, as well as a special payment for teachers who come to work in remote areas. As a result, the number of teachers receiving salaries of between 6 and 10 million Uzbek soums has reached 23,000, and the number of teachers receiving salaries of over 10 million Uzbek soums has exceeded 1,000.
In order to reduce the burden on schools, 800,000 new seats have been created. The number of higher education institutions has exceeded 200, and the coverage has increased from 9% to 38%.
THE CONCEPT for the development of the higher education system of the Republic of Uzbekistan until 2030.
The Concept for the Development of the Higher Education System of the Republic of Uzbekistan until 2030 (hereinafter referred to as the Concept) was developed in accordance with the Decree of the President of the Republic of Uzbekistan " On measures for the introduction of new principles of governance in the system of higher and secondary specialized education" No. DP-4391 dated July 11, 2019.
In 2025, a number of positive results were achieved in the science and higher education system. In collaboration with universities included in the TOP-500 list of prestigious international ranking agencies, 17 joint educational programs were launched. Three higher education institutions were also included in the TOP-1000 list of international rankings. In the scientific field, professors and teachers published 4,514 articles in the international databases Scopus and Web of Science.
In 2025, the enrollment rate of young people in higher education reached 44%. Furthermore, one more higher education institution in Uzbekistan was included in the "Top-1000" list of international rankings. The objectives set for international accreditation of educational programs were also met, and this process was successfully implemented at five higher education institutions.
In 2025, the targets set for support of innovation and scientific activity were exceeded. Startups funded through the pre-competition program resulted in the development of 36 products and services. The share of engineering research within state scientific programs reached 19.6 percent.
The number of postgraduate education institutions within educational and scientific organizations increased to 249. As a result, the quotas for admission to postgraduate programs for internships, fundamental research, and doctoral studies were increased to 5,300 in 2025. Currently, the number of researchers conducting scientific research at postgraduate institutions and in practice is 32,078.
In 2025, in the areas of managing and organizing innovation activities, coordinating their implementation, and enhancing the country's intellectual and technological potential:
- 323 research projects worth 577.1 billion soums were funded under state scientific programs;
- As a result of commercialization projects, innovative products and services worth 51.83 billion soums were sold;
- 12 innovation infrastructure facilities were created, including 4 technology parks, 3 venture funds, 2 business incubators and accelerators, and 3 innovation centers.
