ANNOUNCEMENT on Partial Extension of the Call for Applications for International Consultants

The Academy of Sciences of the Republic of Uzbekistan partially extends the previously announced open competition for the engagement of highly qualified foreign consultants — independent experts — to provide consulting services for the development of the Development Strategy of the Academy of Sciences of the Republic of Uzbekistan through 2035 and its Implementation Plan for 2027–2035.
Consultants will be engaged individually, with each consultant working under a separate civil-law contract. The competition is conducted for separate positions. Each candidate may apply for only one position, provided that they meet the qualification requirements for the respective position.
The purpose of the competition is to attract international expertise and advanced approaches to the strategic development of scientific organizations, improvement of science governance, development of human capital and research infrastructure, strengthening of international cooperation, commercialization of research results, and enhanced interaction among science, education, and industry.

2. Key Responsibilities of the Consultants
The consultants will work as a unified expert team in coordination with the Academy of Sciences of the Republic of Uzbekistan. Depending on the position and area of responsibility, the consultant will contribute to:
- conducting a comprehensive assessment of the current state of the Academy of Sciences, including its governance system, organizational structure, human resources capacity, research infrastructure, financing, research performance, commercialization activities, and international cooperation;
- analyzing international experience and modern development models of leading academies of sciences and research organizations;
- defining the mission, vision, and strategic values of the Academy of Sciences;
- identifying the strategic priorities, goals, and objectives of the Academy through 2035;
- developing proposals to improve the organizational and governance model of the Academy;
- developing proposals for strengthening research and human resources capacity, youth engagement in science, research infrastructure, digital transformation, and international cooperation;
- developing proposals to enhance the scientific reputation and competitiveness of the Academy;
- developing proposals for the commercialization of research results and strengthening cooperation with business and industry;
- preparing the Strategy Implementation Plan for 2027–2035, including a system of key performance indicators (KPIs) and monitoring indicators;
- preparing, discussing, and finalizing the complete package of project documents and presentation materials.
3. Candidate Requirements
The competition is open to foreign nationals who are independent consultants, experts, and internationally recognized specialists. Candidates must meet the qualification requirements specifically applicable to the position for which they are applying.
3.1. Lead Consultant
- at least 15 years of professional experience, including experience in managing strategic and/or consulting projects in science, education, innovation, public administration, and/or related fields;
- expert knowledge of the organization and management of scientific research, innovation, technology transfer, and commercialization of R&D results;
- experience in managing projects for the development of strategies for research and development organizations, including projects focused on sustainable development, the adoption of advanced technologies, digital transformation, and the development of international scientific cooperation;
- experience working with international organizations, including the World Bank, UNDP, Asian Development Bank, EBRD, and/or other comparable organizations, on projects related to policy development, implementation, and evaluation.
3.2. Strategic Planning Expert
- at least 7 years of professional experience in science, education, innovation, strategic planning, public administration, and/or related fields;
- demonstrated experience in developing strategies at the national and/or sectoral level;
- practical experience in monitoring strategy implementation, including the development and application of KPIs, progress assessment, and preparation of corrective measures;
- experience in conducting audits and/or assessments of national science, technology, and innovation systems (STI audits, national innovation system assessments);
- experience in preparing analytical reports on the state of science and innovation at the national and/or sectoral level;
- experience working with international organizations, including the World Bank, UNDP, Asian Development Bank, EBRD, and/or other comparable organizations.
General Requirements for All Positions
- excellent analytical, communication, and presentation skills;
- experience working with government and/or international organizations;
- proficiency in Russian sufficient for the professional performance of the relevant part of the project, including participation in working meetings and consultations, analysis of documents, and preparation of analytical and strategic materials;
- readiness to engage directly with the leadership and working group of the Academy of Sciences, including participation in in-person working meetings and consultations in Tashkent;
- experience working in countries with transforming science and innovation systems, as well as knowledge of the specific challenges and development needs of academies of sciences, will be considered an advantage.
4. Expected Deliverables
Within their respective areas of responsibility, each consultant will contribute to the preparation of the overall project deliverables, including:
- an analytical report based on the assessment of the Academy of Sciences;
- the draft Development Strategy of the Academy of Sciences of the Republic of Uzbekistan through 2035;
- the Strategy Implementation Plan for 2027–2035;
- a system of key performance indicators (KPIs) and monitoring indicators;
- the final version of the Strategy incorporating the proposals and comments of the Academy;
- presentation materials for the leadership and collegial bodies of the Academy of Sciences.
5. Contract Period
Period of service provision: September 2026 to 15 December 2026.
The final package of documents must be submitted no later than 15 December 2026.
6. Location and Working Arrangements
The primary location for interaction is Tashkent, Republic of Uzbekistan.
The assignment will involve a combination of remote work and in-person working meetings with the leadership, structural divisions, and subordinate organizations of the Academy of Sciences.
7. Documents to Be Submitted by Candidates
Candidates must submit:
- a completed application form, clearly indicating the position applied for and the proposed remuneration, inclusive of all applicable taxes and fees, in Uzbek soums;
- a CV / professional résumé indicating qualifications, professional experience, and key projects;
- a list of similar projects completed in recent years, specifying the client, country, implementation period, and a brief description of the work performed;
- a brief description of the proposed approach and methodology for performing the tasks associated with the respective position;
- a preliminary work schedule indicating the candidate’s planned participation in the project through 15 December 2026;
- contact details and, where available, current references/referees.
If necessary, the Academy of Sciences reserves the right to request additional documents confirming the candidate’s qualifications and professional experience.
8. Application Deadline
Applications will be accepted until 21 September 2026, inclusive, no later than 23:59 Tashkent time.
Applications received after the established deadline will not be considered.

10. Additional Information
In evaluating applications, particular attention will be paid to the quality and relevance of the candidate’s international experience, compliance of the candidate’s qualifications with the requirements of the specific position, experience in implementing similar projects, the depth and practicality of the proposed methodology, and the ability to support the practical implementation of the proposed solutions.
The Academy of Sciences of the Republic of Uzbekistan reserves the right to request additional information from candidates and to conduct online or in-person interviews with candidates who pass the preliminary selection stage.
