The Academy of Sciences of the Republic of Uzbekistan announces an open competition to engage four highly qualified foreign consultants—independent experts—to provide consulting services for the development of the Strategy for the Development of the Academy of Sciences of the Republic of Uzbekistan through 2035 and its Implementation Plan for 2027–2035.
Consultants will be engaged individually, each under a separate civil law contract. The competition is held for four separate positions. A candidate may apply for only one position, provided they meet the qualification requirements for that position.
The purpose of the competition is to draw on international expertise and best practices in the strategic development of scientific organizations, the improvement of science management systems, the development of human capital and scientific infrastructure, the strengthening of international cooperation, the commercialization of research results, and the enhancement of collaboration between science, education, and industry.
1. Positions for which the competition is announced
• Lead Consultant
• Strategic Planning Expert
• Science, Technology, and Innovation Expert
• Monitoring, Evaluation, and Analytics Expert
2. Main responsibilities of the consultants
Consultants work as a single expert team in coordination with the Academy of Sciences of the Republic of Uzbekistan. Depending on their position and area of responsibility, consultants will participate in:
• a comprehensive diagnostic assessment of the Academy of Sciences' current state, including its management system, organizational structure, human resources, scientific infrastructure, funding, research outcomes, commercialization, and international cooperation;
• analyzing the international experience and modern development models of leading academies of sciences and research organizations;
• formulating the mission, vision, and strategic values of the Academy of Sciences;
• defining the strategic priorities, goals, and objectives of the Academy up to 2035;
• developing proposals to improve the Academy's organizational and management model;
• developing proposals for advancing scientific and human resources, youth involvement in science, scientific infrastructure, digital transformation, and international cooperation;
• developing proposals to enhance the Academy's scientific reputation and competitiveness;
• developing proposals for commercializing research results and engaging with business and industry;
• preparing the 2027–2035 Strategy Implementation Plan, a system of KPIs, and monitoring indicators;
• preparing, discussing, and finalizing the final package of documents and presentation materials.
3. Candidate Requirements
Foreign nationals—independent consultants, experts, and international-level specialists—are invited to apply. Candidates must meet the specific qualification requirements for the position to which they are applying.
3.1. Lead Consultant
• At least 15 years of professional experience, including managing strategic and/or consulting projects in science, education, innovation, public administration, and/or related fields;
• Expert knowledge in organizing and managing scientific research, innovation activities, technology transfer, and the commercialization of R&D results;
• Project management experience in developing strategies for research organizations, including projects focused on sustainable development, advanced technology implementation, digital transformation, and the development of international scientific cooperation;
• Experience collaborating with international organizations, including the World Bank, UNDP, Asian Development Bank, EBRD, and/or other comparable organizations, on policy development, implementation, and evaluation projects.
3.2. Strategic Planning Expert
• At least 7 years of professional experience in science, education, innovation, strategic planning, public administration, and/or related fields;
• Proven experience in developing strategies at the national and/or industry level;
• Practical experience in monitoring strategy implementation, including the development and application of KPIs, progress assessment, and preparation of corrective measures;
• Experience conducting audits and/or assessments of a country's science, technology, and innovation (STI) system (e.g., STI audit, national innovation system assessment);
• Experience preparing analytical reports on the state of science and innovation at the national and/or industry level;
• Experience working with international organizations, including the World Bank, UNDP, Asian Development Bank, EBRD, and/or other comparable organizations.
3.3. Science, Technology, and Innovation Expert
• At least 10 years of professional experience in science, technology, innovation, and strategic development;
• Experience working in government bodies, academic institutions, science foundations, R&D commercialization centers, or organizations involved in developing science and innovation policy;
• Experience participating in the development and/or implementation of science, technology, and innovation development strategies and programs at the national, industry, or institutional level;
• Experience analyzing scientific and technological potential, evaluating innovation ecosystems, and commercializing R&D outcomes;
• Experience working with international organizations, including the World Bank, UNDP, Asian Development Bank, EBRD, and/or other comparable organizations.
3.4. Monitoring, Evaluation, and Analytics Expert
• At least 5 years of professional experience in analytical work, and the monitoring and evaluation of projects and/or programs;
• Proven experience with data, statistics, and international rankings;
• Experience in developing and/or applying systems for monitoring, performance evaluation, and key performance indicators (KPIs);
• Experience preparing analytical materials and evaluation reports based on quantitative and qualitative data;
• Experience participating in strategic and/or science and innovation projects.
General requirements for all four positions:
• Excellent analytical, communication, and presentation skills;
• Experience working with governmental and/or international organizations;
• Proficiency in the Russian language sufficient to professionally carry out the relevant part of the project, including conducting working meetings and consultations, analyzing documents, and preparing analytical and strategic materials;
• Willingness to directly interact with the leadership and working group of the Academy of Sciences, including conducting in-person working meetings and consultations in Tashkent.
• Experience in countries with transforming science and innovation systems, as well as knowledge of the specific development characteristics of academies of sciences, will be considered an advantage.
4. Expected outcomes
Each consultant, within their area of responsibility, will participate in preparing the overall package of project deliverables, including:
• An analytical report on the diagnostic results of the Academy of Sciences;
• A draft Development Strategy for the Academy of Sciences of the Republic of Uzbekistan to 2035;
• The Strategy Implementation Plan for 2027–2035;
• a system of key performance indicators (KPIs) and monitoring indicators;
• the final version of the Strategy, incorporating the Academy's suggestions and comments;
• presentation materials for the management of the Academy of Sciences and its collegial bodies.
5. Contract Term
The period for service provision is from September 2026 to December 15, 2026. The final package of documents must be submitted no later than December 15, 2026.
6. Location and Work Format
The primary location for collaboration is Tashkent, Republic of Uzbekistan. The work will involve a combination of remote collaboration and in-person working meetings with the management, structural divisions, and subordinate organizations of the Academy of Sciences.
7. What the Candidate Must Submit
• a completed application form, which must state the position being applied for and the requested remuneration amount in Uzbekistani soms, inclusive of all applicable taxes and fees;
• a CV / professional resume detailing qualifications, professional experience, and key projects;
• a list of similar projects completed in recent years, indicating the client, country, implementation period, and a brief description of the work performed;
• a brief description of the proposed approach and methodology for carrying out the tasks for the respective position;
• a preliminary work plan for participation in the project through December 15, 2026;
• contact details and current recommendations/references, if available.
If necessary, the Academy of Sciences reserves the right to request additional documents confirming the candidate's qualifications and experience.

10. Additional Information
When evaluating applications, special attention will be given to the quality and relevance of the candidate's international experience, how their qualifications meet the specific position's requirements, their experience in implementing similar projects, the depth of their proposed methodology, and their ability to ensure the practical implementation of the proposed solutions.
